Job Description

This position offers an exciting opportunity to participate in delivering a new Comprehensive Child Welfare Information System (CCWIS) with Child Welfare Digital Services (CWDS), a unique collaboration involving the California Health and Human Services Office of Technology and Solutions Integration (CalHHS OTSI), the California Department of Social Services (CDSS), and California's Counties and Tribes.

Under the general direction of the CARES Data Infrastructure (CDI) Manager (ITM I), the CDI Lead Engineer (ITS II) serves a key state role on the California Automated Response and Engagement System (CWS-CARES) project. The CDI Lead Engineer (ITS II) will lead infrastructure, DevOps, and web development initiatives within the project. The Lead Engineer will take ownership and oversee of designing, defining, and implementing technical DevOps tasks to support the overall infrastructure needs of the unit. Additionally, the Lead Engineer will lead the team in the development and maintenance of web applications, focusing on building scalable, efficient, and reliable solutions. The Lead Engineer will also mentor the team in best practices for infrastructure management, DevOps automation, and web development solutions for the project.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Good understanding of Web Application, Web Security, System security and related standards
• Strong technical skills and experience with DevOps and related tools.
• Deep knowledge of Infrastructure, cloud architectures, hybrid architectures, and cloud services.
• Experience with different software development life cycles (such as traditional waterfall, incremental, agile, etc.)
- Experience in Web Development Framework and Technologies.
• Experience with designing, developing, and implementing business and data services
• Experience with complex analysis, integration, and understanding of SQL.
• Experience with planning, coordinating, and directing the activities of a multi-disciplinary IT team
• Technical writing skills to produce technical documentation that helps people understand and use a product or service, and ability to clearly explain technologies, processes, and products to customers.
• Knowledge and experience in various technical infrastructure solutions and technologies (or similar) such as AWS, Azure, Github, Selenium, Jenkins, HTML/JavaScript, Java, SQL, SonarQube, and Splunk.
